What is a flail mower / brush shredder used for?

A flail mower or brush shredder is designed to cut and break down grass, weeds, and other vegetation into smaller pieces.

Unlike conventional lawn mowers that may collect grass in a bag, many flail mowers discharge shredded vegetation directly onto the ground.
